Internal CHR Scientific Merit Committee
Scientific or scholarly review is required (by regulation 45CFR46.111) before an Institutional Review Board can approve a human research study. For the majority of studies being reviewed and approved by the Committee on Human Research (CHR), the CHR itself has over the years performed this review, with a few exceptions. In some cases, the CHR may decide that it does not have the expertise to evaluate the scientific merit of a proposed study. These studies require scientific merit review either by the external funding agency (refer to the IACUC list of approved funding agencies) or by an internal scientific merit review committee before the protocol can be evaluated by the CHR. To facilitate this requirement for Department of Medicine protocols that require internal review, effective October 9, 2008, the Chair appointed Drs. Nitish Badhwar, Hubert Chen, Ira Goldfine, Mandana Khalili, Annie Luetkemeyer, Dana McGlothlin, and Curtis Morris as the members of the Department's CHR Scientific Merit Committee to provide internal review of applications, as required by the CHR.

To route a protocol for internal review, please complete the first section of the Department Scientific Review Form and e-mail the form and the protocol to Curtis Morris, Chair, at cmorris@gcrc.ucsf.edu. Either a signed Scientific Review Form or an explanation for rejection and/or request for additional information will be returned to you. You would include an approved Scientific Review Form with your application to the CHR. Because we recognize the importance to faculty of timely submissions, it is our goal to complete the departmental review of all applications within a few days of receiving them.
